
Patrick is a native Coloradoan and comes from a large family, committed to public service. All five of the Mulligan kids graduated from Wheat Ridge High School. All five obtained college degrees. In Patrick’s family, public service was honored and expected.
Patrick’s wife, Julia, is also a native Coloradoan. She is the daughter of a first generation Dominican mother and an American father. Julia was raised in Denver, New York, Dallas, and Elbert, Colorado and is a graduate of The Colorado College (1985) with a degree in Fine Art. She is an artist and a mother and is active in educational issues. Julia served as President of the Parent Teacher Association for The Manning School, a local public middle school (2004-2005), Chair of the Manning Enrichment Program (2004-2006), and Vice President of Manning PTA (2005-2006).
Both of Patrick’s sisters serve in education, one as a teacher, and the other as an administrator. Patrick’s older brother is a doctor and public health official. His younger brother is an attorney, with an emphasis on indigent representation.
